When India achieved independence, the rulers who had been at the receiving end of the administrators' stick during the freedom movement had a choice. They could have abolished the ICS, dismissed those in that service and not created its clone, the IAS. But they chose wisely to create a top civil service much like the ICS. One had to compete on an all-India basis, pass a difficult examination and go through an even more difficult oral interview to get into it.
